This page serves as my twitter bio. The page is here to comply with Coast Guard policy by telling you who I am and providing the required disclaimers.

Twitter is blocked by the Coast Guard network, so most posts related to the Coast Guard are done in an unofficial capacity, meaning I am off-duty but speaking about official duties. I do my best to follow Coast Guard policy in Chapter 11 of the Public Affairs Manual.

Unofficial posts are made with this disclaimer: "The views expressed herein are those of the blogger and are not to be construed as official or reflecting the views of the Commandant or of the U. S. Coast Guard." I'll my own disclaimer that I am not a "blogger." But that's the disclaimer I'm required by policy to provide. You are free to replace "blogger" with "writer," "poster," or whatever fits. The point is the views are mine, not the Commandant's nor the Coast Guard's.

Official posts are made with this disclaimer: "This is an official United States Coast Guard posting for the public's information. Our posting does not endorse this site or anything on it, including links to other sites, and we disclaim responsibility and liability for the site and its content." I should explain "our posting" really means "my posting" since I am the only person who posts to this twitter account.

Per Coast Guard policy in Chapter 11 of the Public Affairs Manual, I must provide name, rank, title, and unit. I am an Active Duty Coast Guard Captain assigned to the Acquisition Directorate as the Coast Guard Logistics Information Management System Project Manager.

Since my job is in Acquisitions, let me be clear I am not a Contracting Officer. That role has a very specific role in the Federal Acquisition Regulations. I am blessed to have a wonderful Contracting Officer for CG-LIMS, but I am not her. I am the Project Manager. Here's another disclaimer that applies to anything I write: "Acquisitions and contractual commitments can only be made by Government officials having expressed authority to enter into such agreements on behalf of the United States Government. The ONLY Government officials with such authority are Warranted Contracting Officers. I am NOT a Warranted Contracting Officer. Any discussions of contractual requirements do not constitute contractual direction or authorization of any kind. Future contractual direction, IF ANY, shall ONLY come from the cognizant Coast Guard Warranted Contracting Officer."

My official blog as the CG-LIMS PM is on Intelink-U and accessible from government networks at:

https://www.intelink.gov/blogs/_cg-lims

Some of the potential contractors who may bid on CG-LIMS have access to Intelink-U. Others don't. To provide equal access, we began exporting the Intelink-U blog to a site outside the firewall where anyone can reach it:
